Origin:
The cooperative movement in Tamilnadu has grown and spread like a banyan tree and taken deep roots and is closely linked with the day to day affairs of the people.
In order to help the growth of cooperatives and spread the knowledge of its achievements among the people and shape their minds, 20 State Cooperative Unions were established in the country.
Tamilnadu Cooperative Union is one among them. At present there are 32 State Cooperative Unions.
Tamilnadu Cooperative Union was started on 4.1.1914. The first President of the Tamilnadu Cooperative Union is Thiru. M. Adhinarayana Ayya.

Statutory Funds
- As per sec 72 of TNCS Act 1983 and Rules 1988, Net Profit of profitable societies are appropriated as 3% Cooperative Research and Development fund (CRDF) and 2% Cooperative Education fund (CEF) funds. (Of the above amount collected by DCU, 10% is retained by DCU and 90% is remitted to CRDF & CEF A/c, maintained by TNCU) At present, out of total CRDF and CEF collection per month 15% of the collection amount has been utilised for Tamil Nadu coop union establishment and contingencies charges as per by law.
- Grant in aid for research oriented purpose a chair has been created in Gandhi Gram Deemed University, Dindigul, Bharathidasan University, Coimbatore and Periyar University, Salem and scholarship are provided to Cooperation research students.
- To give interest free loans to societies development.
- Grant from CEF are given for Cooperative Education purpose 50% share for General Basic Course to ICM, Madurai.
- 100% share to NICM Chennai & ICM, Madurai for conduct of Short Duration Courses for Cooperative Department and Societies Staffs.
Education And Training
The Tamilnadu Cooperative Union imparts cooperative education and training to those having an involvement in cooperative movement and disseminates information through various means so as to provide them employment opportunities in cooperative institutions.
The Institutes of Cooperative Management (ICM) are started to impart training compulsorily in order to get employment opportunity in primary level to apex level cooperatives. The first Institute of Cooperative Management was opened in1927 in Thanjavur. In Tamil Nadu, there are 26 Institutes of Cooperative Management, functioning as units of Tamil Nadu Cooperative Union. Of these, 13 Institutes of Cooperative Management are functioning in their own buildings and 13 Institutes of Cooperative Management are functioning in rented buildings. Besides this, one ICM in Puducherry and one ICM at ACSTI-Madhavaram a unit of Tamil Nadu State Apex Cooperative Bank in Chennai are functioning in association with Tamil Nadu Cooperative Union.

- DCM course is conducted for employees in correspondence stream. (weekend course) (1 Year / 2 Semester / 10 Subjects)

- Co-operative Industrial Training Institutes (ITIs) are functioning in Bargur and Pattukottai. A Co-operative Polytechnic College is functioning in Lalgudi, Tiruchirappalli district.
- In Athoor, Dindigul district, the Athoor Co-operative Arts and Science College has been functioning with the affiliation of Madurai Kamaraj University since the academic year 2022–23.
- For the academic year 2023–24, under the new syllabus of the 23rd Postal/Part-Time Co-operative Management Diploma Training, candidates have been allowed to apply online for the training starting from 10.11.2023.
- Part time Course on Jewel appraisal and its techniques is also being imparted
In Tamil Nadu, 27 ICM’s, 2 ITI, 1 Poly Technic College conduct Diploma in Cooperative Management to +2 students to provide employment opportunities in cooperative sector In regular stream from 2022-23 onwards, New syllabus committee framed and the DCM (R) has been launched as 1 Year course / 2 semester (6 months / 5 Subject + 6months / 5 Subjects)
Higher Diploma in Cooperative Management
The National Council for Cooperative Training, New Delhi runs two Institutes of Cooperative Management at Chennai and Madurai in Tamil Nadu.

Athoor Cooperative Arts & Science College
- It has been announced by the Hon’ble Minister for Cooperation during the demand on Cooperation for the year 2021-2022 in the Assembly that a Cooperative Arts & Science College would be established
- Accordingly, G.O issued to run “Athoor Cooperative Arts & Science College” temporarily in “Jainee Health and Educational Charitable Trust”. (G.O No: 258, Dated: 21.12.2021). G.O.(MS) No. 258, Higher Education (E1) Department, dated:21.12.2021 Amendment G.O. received from the Secretary, Higher Education Department to change the B.A., (History) instead of B.A.(Political Science). G.O.(MS) No.7, the Secretary, Higher Education Department, dated:11.01.2022.
- Madurai Kamaraj University issued Affiliation to run the college for the academic year 2022-23. Course will have a maximum of 60 students with a total of 300 students. According to the following description, the student enrollment held on 02.09.2022 by the Hon’ble Minister of Cooperation.
- The Public Works Department has granted the Registrar of Cooperative Societies to construct the college an estimated cost of Rs.75.75 Lakhs. The academic year 2023-24, in addition to 2 graduates have been added, and a maximum of 60 students for a degree for student enrolment.

Pubilicity And Public Relation
- The Tamil Nadu Cooperative Union conducts the following Publicity works, member Education programme through its Cooperative Development Officers with the help of primary cooperative societies and District Cooperative Unions. Under this programme, classes have been conducted for members of cooperative societies and non members especially to the rural masses in order to create an awareness among them about the functioning of various cooperatives in the state.
- Member Education Programme are provided to primary and district level societies members especially to the rural masses in order to create awareness.
- Youth students programme “Catch them Young” for school and college students are being conducted to provide awareness among them about the functioning of cooperatives
- The State Coop Union celebrate the “All India Cooperative Week” every year during Nov 14-20. as per the guidelines of National Cooperative Union of India, New Delhi.
- Distribute shields to the best working cooperative societies.
- Organize blood camps, eye camps, medical camps, environmental cleaning camps etc.
- Tamil Nadu Cooperative Union & District Cooperative Union conducts exhibitions.
- State cooperative union participates every year in the procession of tableaux organized on the eve of Republic Day celebration.
- Tamil Nadu Cooperative Union has created website with the assistance NIC. The website address is – www.tncu.tn.gov.in.
- The Tamil Nadu Cooperative Union participates every year on behalf of Cooperation, Food and Consumer Protection Department, depicting the Government schemes in the procession of tableaux organized on the eve of the Republic Day celebration organized by the State Government in Chennai.

- Cooperative pavilions are erected to highlight the progress achieved by the cooperative department through animated models depicting the various activities of cooperatives under the control of Functional Registrars in the Exhibitions organized by the Information and Tourism Department in Chennai and District headquarters. Besides this, the District Cooperative Unions with the guidance of Tamil Nadu Cooperative Union conduct small exhibitions in the districts at the time of local festivals, summer festival and highlights the progress made by the cooperatives and thus create awareness among the rural people.
Publications
- The Tamil Nadu Cooperative Union is publishing “Kootturavu” a Tamil monthly journal, “Tamil Nadu Journal of Cooperation” an English monthly journal and “Madhamirumurai Kootturavu Murasu” a Tamil fortnightly to educate the members of cooperative societies, cooperators and general public about the various activities of cooperative societies and propagates the ideals of Cooperative movement.
- These journals carry news items and articles on Government functions attended by Hon’ble Chief Minister and Hon’ble Ministers. Government schemes, achievements are also being published in the journals.
- The journals have wide range of subscribers including Cooperative societies, Institutes of Cooperative Management, Cooperators, Students, Cooperative Institutions in other states etc. all over the country.
Administration
The administration of the Tamil Nadu Cooperative Union is being manned by the Additional Registrar of Cooperative Societies. From 11.04.2023, the Union is being manned by Additional Registrar/Administrator.
